Committees and Commissions


There are a number of Village Committees and Commissions, and Trustees as well as citizens have been appointed to serve on them. A listing of those committees and commissions follows. If you are interested in serving on a committee or commission when there is a vacancy, please contact the Village President or Village Administrator.



COMMITTEES/COMMISSIONS 

ADMINISTRATIVE COMMITTEE
Membership: Village President

The role of the Administrative Committee is to review and update the Village of Sister Bay Board and Committee By-laws and Rules of Order.  If the Village Administrator is absent for an extended period of time the Administrative Committee shall also assume some of the Administrator’s duties.

 COMMUNICATION AND TECHNOLOGY COMMITTEE
One year terms commencing in May of each year.

Membership: Three Trustees as well as one resident of the Village.

The Communication and Technology Committee, which is a standing committee, shall oversee and recommend content for the Village’s web site(s), oversee and recommend content for other Village external publications, and make recommendations to the Finance Committee regarding technological advances or purchases.

 EMERGENCY MANAGEMENT COMMITTEE
One year terms commencing in May of each year.

Membership:  Two Trustees, one Citizen, the Sister Bay Liberty Grove Fire Chief and the Door County Emergency Management Director.

The Ad Hoc Emergency Management Committee is tasked with planning emergency management strategies for the Village of Sister Bay.

 FINANCE COMMITTEE
One year terms commencing in May of each year.

Membership: Three Trustees

The Finance Committee oversees all aspects of budgeting for the Village of Sister Bay.

FIRE BOARD
One year terms commencing in May of each year.

Membership: Two Trustees from Sister Bay and three Supervisors from Liberty Grove.

The Fire Board was originally created pursuant to an Intergovernmental Agreement dated 9/13/94 between the Town of Liberty Grove and the Village of Sister Bay. The Fire Board is charged with overseeing all operations of the Sister Bay/ Liberty Grove Fire Department.

FIRE DISTRICT EXPLORATORY COMMITTEE
One year terms commencing in May of each year.

Membership: The Fire Chief, one Fire Fighter from the Sister Bay-Liberty Grove Fire Department, and one Trustee or resident with recognized experience and qualifications.

The Fire District Exploratory Committee was created in June of 2012. That committee, which consists of representatives from the Towns of Liberty Grove, Gibraltar, and Egg Harbor, and the Villages of Egg Harbor, Ephraim and Sister Bay, was charged with studying the impact and value of consolidating certain Northern Door Fire Departments and the services they provide.

FRIENDS OF PEBBLE BEACH COMMITTEE
One year terms commencing in May of each year.

Membership: One Trustee, two residents and two citizens who are volunteers and not compensated for their services.

The Ad Hoc Friends of Pebble Beach Committee is tasked with making recommendations to the Parks, Properties & Streets Committee with actions that can be taken to maintain the character and charm of Pebble Beach and ensure that it can be enjoyed by all while still abiding by the terms and conditions of the agreement between the Village of Sister Bay and the Door County Land Trust.  Communication between the village and representatives of the Door County Land Trust regarding any decisions made concerning Pebble Beach must be ensured throughout the life of this committee.

GREEN TIER LEGACY COMMUNITY
One year terms commencing in May of each year.

Membership: Village President or Trustee, and a minimum of one resident and two citizens.

The Ad Hoc Green Tier Legacy Community Committee is tasked with suggesting and engaging in activities that lead to the attainment of Green Tier Community status for the Village of Sister Bay.

ICE RINK COMMITTEE
One year terms commencing in May of each year.

Membership: Five to seven members to include the manger of the Sister Bay Ice Rink.

The Ad Hoc Ice Rink Committee is tasked with exploring potential future development and improvements of the Sister Bay ice rink.

LAND ACQUISITION OVERSIGHT COMMITTEE
One year terms commencing in May of each year.

Membership: One Trustee and ten citizen members who will all be volunteers and not reimbursed for their services. 

The Ad Hoc Land Acquisition Oversight Committee was created to plan and oversee all aspects of the use and development of the village’s purchase of roughly 56 acres of land formerly owned by the Wiltse family and located adjacent to the existing wastewater treatment plant and sports complex.

LIBRARY COMMISSION
One year terms commencing in May of each year.

Membership:   One Village Trustee, one Town of Liberty Grove Supervisor, two Village residents and two Town residents. A Secretary-Treasurer, who is hired by the Commission, as well as the Head Librarian at the Sister Bay-Liberty Grove Library shall serve as Ex-Officio, non-voting members.

The Library Commission was created pursuant to an Intergovernmental Agreement dated 6/12/01 between the Village of Sister Bay and the Town of Liberty Grove. The Library Commission is charged with overseeing the operations of the Sister Bay/Liberty Grove Library, and makes recommendations to the appropriate Board(s) regarding Library operations.

 MARINA COMMITTEE
One year terms commencing in May of each year.

Membership: Three Trustees, four residents or citizens, two of whom shall serve as “Alternates”, and the Marina Manager, who shall serve as an Ex-Officio non-voting member.

The Marina Committee provides direction for the operation and maintenance of the Sister Bay Marina and provides for the needs of Marina patrons by planning and implementing Marina improvements. The Committee makes recommendations to the Village Board regarding all Marina fees and charges, and must see that an annual budget is prepared and submitted to the Finance Committee in a timely fashion.

MARINA FEST COMMITTEE
One year terms commencing in May of each year.

Membership: Nine members, including representatives of three non-profit organizations participating in Marina Fest; two Trustees – one of whom is a member of the Marina Committee – and two citizens.  The Village Administrator and Marina Manager will be ex-officio members.

The Marina Fest Committee plans and prepares for Marina Fest, which event is held annually the Saturday through Monday of Labor Day weekend.

PARKS, PROPERTIES AND STREETS COMMITTEE
One year terms commencing in May of each year.

Membership: Three Trustees and one Village resident.

The Parks, Properties and Streets Committee shall provide oversight of all activities occurring in the Village’s parks, and operates, maintains and improves the Village’s park system in accord with Wis. Stats., §27.02 – §27.06. The Committee is also responsible for all repair, maintenance and remodeling of Village owned buildings, including any improvements, except when such authority is specifically delegated to another committee, and is responsible for repair and maintenance of all Village roads and sidewalks. The members of the Parks, Properties and Streets Committee are expected to prepare an annual budget and must submit that document to the Finance Committee in a timely fashion.

PERSONNEL COMMITTEE
One year terms commencing in May of each year.

Membership: Three Trustees.

The Personnel Committee shall consider and review all matters related to wages, hours, benefits and conditions of employment for the Village of Sister Bay.  They shall act on grievances submitted by employees and consider discipline, promotion, and job descriptions as necessary.  The Personnel Committee will be the arbitrator between employees and the Village Board.

PLAN COMMISSION
Three year terms commencing in May of each year.

Membership:   Three Trustees, four Village residents, and one Ex-Officio citizen with recognized experience and qualifications related to planning and development.

The Plan Commission was established pursuant to the provisions of Wis. Stats. §62.23(1)(a) and §62.23(1)(d). The Commission has the duty of making decisions related to the planning and development of the Village, and in some instances makes recommendations to public officials or agencies as well as public utility companies, civic, educational, and professional organizations as well as citizens.

SISTER BAY ADVANCEMENT BOARD OF DIRECTORS
One village trustee shall be appointed to the Sister Bay Advancement Board of Directors and be a voting member of the board.  That Trustee shall also act as liaison between the SBAA and Village Board.

TIF JOINT REVIEW BOARD
Membership consists of an individual who represents each of the local taxing jurisdictions. For the Village of Sister Bay, this includes one Trustee of the Village Board, the Door County Administrator, Superintendent of Gibraltar School District, and the Vice-President of Business & Finance of NWTC.

The TIF Joint Review Board considers the creation of Tax Incremental Districts within the Village and meets annually to review TID reports and suggest amendments if necessary.

UTILITIES COMMITTEE – WWTP
One year terms commencing in May of each year.

Membership: Six members – Three Trustees from the Village, one Trustee from the Town of Liberty Grove, one member of the Liberty Grove Utility District and one resident of the Town of Liberty Grove.

The Utilities Commission was originally established pursuant to an Intergovernmental Agreement between the Town of Liberty Grove and the Village which is dated December 19, 1988.  Their job is to review and make recommendations regarding the operations of the Wastewater Treatment Plant.

UTILITIES COMMITTEEE – WSSS
One year terms commencing in May of each year. 

Membership: Three Trustees.  The Village Administrator, Utilities Director and Parks Director shall all act as ex-officio members. 

The committee was created to oversee all aspects of the Sister Bay Water, Wastewater Collection and Storm Sewer Systems and makes recommends to the Village Board as needed.

YOUTH CENTER BOARD
One year terms commencing in May of each year.

Membership: One Trustee, and two citizens. The Village Trustee shall be a voting member of the Youth Center Board and act as liaison to the Village Board.

The Sister Bay Youth Center Board was created in October of 2007 pursuant to Resolution No. 167-100207, and is responsible for planning, preparing and operating a Youth Center and related activities in the lower level of the Sister Bay Village Hall.

ZONING BOARD OF APPEALS
Three year staggered terms, commencing in May of each year.

Membership:   Five residents of the Village plus two Village residents who shall serve as “Alternates”.

The Zoning Board of Appeals is responsible for hearing and deciding appeals of decisions which are made by the Zoning Administrator. The Zoning Board of Appeals has the power to grant variances from the Village’s Zoning Code.
